World Links has held a number of policy seminars with Ministers of Education. One of the goals of the organization is to put Information and Communication Technologies (ICT) into national education policy to insure the sustainability of World Links projects.

Background

Macedonia is a small country of two million people located on the Balkan Peninsula in southeastern Europe. Macedonia is a young country, having gained its independence from Yugoslavia in 1991. At the time of its independence, Macedonia was one of the least developed former Yugoslav republics, though the country has slowly attained economic stability. As the country has developed, so has the technology infrastructure. Of the total population, 19.2% of Macedonians have access to the internet, an increase of 1200% since the year 2000. World Links' goal has been to make sure every teacher has access, thus spreading the technology to the youth of Macedonia.

Seminar on ICT in Education for China

In recent years, China has embarked on a massive effort to provide computers and access to technology to tens of thousands of primary and secondary schools across the country. As they roll out these technologies, the Ministry of Education and the National and Provincial Centers for Education Technology (NCET and PCET, the institutions responsible for implementing technology-related innovations in schools) have enthusiastically embraced World Links’ Teacher Professional Development program. Through this program, World Links is helping teachers effectively use technology while supporting the introduction of new teaching methods consistent with the Ministry of Education’s policies to promote participatory, project-based, active, student-centered learning.

The Policy Forum is part of the World Links Regional SchoolNet Project in Southeast Asia funded by the Japan Social Development Fund through the World Bank. The objective of this forum was to provide policymakers and planners from the five World Links target countries (Cambodia, Indonesia, Lao P.D.R., the Philippines, and Vietnam) the opportunity to share their technology in education experiences and to discuss key policy issues.

Participants were selected from the following departments or posts within the Ministries of Education in each country, in order to form an integrated team of education and ITC specialists:

Policymakers Seminar on ICT in Education for Central America

Part I: Background

In Latin America and the Carribean International donors are pushing for countries to adopt technology while they allocate loans to modernize educational systems. A portion of the loans have been allocated to deploying computers in schools, and consequently there are modern labs available in secondary and, increasingly, primary schools today. Unfortunately, seldom are these labs used effectively, efficiently and in a sustainable manner.

Part II: Seminar Objectives and Design

The Policymakers Seminar on ICT in Education for Latin America and the Caribbean aims at guiding participants in the review of current efforts in the region, helping them identify the elements and issues involved in the development of a National Policy for the integration of ICT in Education and a Strategic Plan towards its implementation.

World Links Arab Region

World Links Arab Region is the Arab holding of World Links. The mission is to improve educational outcomes, economic opportunities and global understanding for youth in the Arab region through the use of technology and the Internet. Teachers learn to integrate participatory learning techniques and technology into the classroom for improved educational results. These skills enable youth to participate successfully in the global knowledge-based economy when they leave school.

WLAR has a core set of education technology activities focused on bringing underserved communities into the information age. These activities draw from World Links’ longstanding global experience in the field of education technology and reflect understanding of local contexts. In all cases, WLAR works closely with key stakeholders - governments, non-governmental organizations, corporations, development agencies, and communities - to ensure ownership and sustainability of efforts.

World Bank Institute

The World Bank is a vital source of financial and technical assistance to developing countries around the world. It is not a bank in the common sense. The World Bank is made up of two unique development institutions owned by 184 member countries—the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA). Each institution plays a different but supportive role in accomplishing the mission of global poverty reduction and the improvement of living standards. The IBRD focuses on middle income and creditworthy poor countries, while IDA focuses on the poorest countries in the world. Together we provide low-interest loans, interest-free credit and grants to developing countries for education, health, infrastructure, communications and many other purposes.

Syria

The World Links Arab Region program in Syria is rolling out under the guidance and support of Mrs. Asma Al Assad, First Lady of Syria, in close partnership with the Ministry of Education and FIRDOS, a local non-governmental organization focused on a variety of basic Syrian human development needs.

World Links completed a January 2004 feasibility mission to Syria to collect background information on the state's use of ICTs in secondary schools and to plan for the implementation of the program later this year.

UPDATE: October 2nd, 2008

We continue to make progress in Cambodia, Laos and the Philippines and have selected a group to complete our evaluation in these countries. The group with support from Bob Kozma has begun to plan the evaluation program with our staff.

In addition to beginning preparations for the evaluation, the team established six computer labs in teacher training institutes in Mindanao, Luzon and Visayas.  The teacher training institutes will be provided with 3-year licenses to train pre-service teachers on the World Links program.  The proposed Memorandum of Agreement with the teacher training institutes is currently being reviewed by our pro bono IP attorneys at Hogan and Hartson LLP.
